The Lords of the Committee of Council for Trade have had under their consideration your letter of the 29th ult., inclosing copy of Dispatch from Sir Henry Pottinger relative to the Regulations to be enforced in regards to Merchant Seamen in Hongkong and the Ports of China.

I am directed to state that the Lords of the Committee desire that Lord Stanley may be informed whether you are inclined to object to Sir H. Pottinger's views on this point, or to the Regulations which he proposes to carry into effect; in reply I am directed to state that as the proposed Regulations respecting the discharge of seamen involve an important change in the law.
